ADR是关于危险品国际运输（公路）的欧洲协议，2007.1.1开始正式生效。
ADR协议是为了确保成员国间对油罐的使用有一个共同的技术要求，包括所有欧盟成员国，ADR同样适用于国家运输。需要注意的是认证机构是由该国专门的机关指派的，像油罐的运输是由车辆注册所在国，该国危险品运输国家管理机关指派的。
目前没有正式的双边协议保证由一国指派的认证机构颁发的证书能确保在另一个国家被承认。
ADR协议附录中要求的内容也需要注意，关于车辆的，像尺寸、重量、轴负荷、刹车系统等的规定国与国之间都会有所不同，必须在满足车辆注册国的要求后才能颁发ADR证书。
