S.O. -------- (E). - In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in the supersession of the Steel and Steel Products (Quality Control) Order, 2018, of Ministry of Steel published in the Gazette of India, Extraordinary Part II, Section 3, Sub-Section (ii) vide number S.O. 3966(E) dated 13th August, 2018, except as respects things done or omitted to be done before such supersession, the Central Government is of the
opinion that it is necessary or expedient so to do in the public interest, after consulting the Bureau hereby makes the following order, namely:-
为执行2016印度标准局法令(11 of 2016) 第16部分授予的权利，并替代2018年8月13日钢铁部通过印度公报号S.O. 3966(E)特别版第II部分第3章子章节(ii)公告的2018钢及钢产品（质量控制）法令，除在此替代之前做的或未做的遗漏工作外，在征询标准局意见后，中央政府认为为了公共利益有必要或者以此作为应急手段，进行以下变更：
1. Short title, commencement and application. – (1) This order may be called the Steel and Steel Products (Quality Control) Order, 2019.
短标题：开始和应用-（1）本法令可称为2019钢及钢产品（质量控制）法令。
(2) It shall come into force on the date of its publication in the Official Gazette.
本法令应从在官方公报上发布之日起生效。
(3) It shall apply to steel and steel products specified in column (3) of the Table 1 and Goods and Articles specified in column (2) of Table 2, but nothing herein shall apply to such products meant for export.
本法令适用于表1第3列规定的钢及钢产品和表2第2列规定的商品货物，但是此处任何规定都不适用于用于出口的产品。
2. Conformity to standards.- (a) Every product specified in column (3) of the Table 1 shall conform to the corresponding Indian Standards specified in column (2) of the said Table 1 with effect from the dates specified in column (5) thereof.
标准符合性-（a）表1第3列规定的每种产品，从表1第5列规定的生效日起，都应符合表1第2列规定的相关印度标准。
(b) Good and Articles specified in the column (2) of the Table 2 shall conform to the corresponding Essential Requirement(s) given in the column (3) of the Table 2 under a Certificate of Conformity from the Bureau of Indian Standards as per the Scheme – V of Schedule – II of Bureau of Indian Standards (Conformity Assessment Regulations, 2018).
表2第2列规定的商品货物应符合表2第3列规定的基本要求，按照由BIS标准局根据标准局计划表II的V计划签发的合格证书要求。
(c) Stainless steel Pipes and Tubes shall be made from the stainless steel products, specified in the corresponding Indian Standard specified in column (2) of the Table 1, bearing Standard Mark.
Provided that the Stainless Steel Pipes and Tubes referred to in this sub- paragraph shall be accompanied with the test certificate of the stainless steel products specified in the corresponding Indian Standard given in the column (2) of the Table 1.
不锈钢钢管应由不锈钢产品制造，按照表1第2列相关印度标准的规定，并附有印度标准标识。
条件是在此子段落中提及的不锈钢钢管应附有表1第2列所给相关印度标准规定的不锈钢产品测试证书。
3. Compulsory use of Standard Mark.- Every Steel and Steel products specified in column (3) of the Table 1 shall bear the Standard Mark under a license from the Bureau as per Scheme – I of Schedule – II of Bureau of Indian Standards (Conformity Assessment Regulations, 2018).
标准标识的强制使用-表1第3列规定的每种钢及钢产品都应带有标准标识，且由BIS标准局根据标准局计划表II的I计划签发的许可证覆盖（2018合格性评定法规）。
4. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority in respect of the steel and steel products, goods and articles specified in this order.
认证及强制执行机关- BIS标准局是钢及钢产品以及本法令中的商品货物认证及强制执行机关。
5. Penalty for Contravention. - Any person who contravenes any of the provisions of this Order shall be punishable under Section 29 of the Act.
违法赔偿-任何人违背本法令的任一规定都需按照法案第29章节被处罚。
6. Date of effect of amendment or revision in Indian Standards. - When any amendment or revision is made by the Bureau to any of the Indian Standards specified in the Table 1, such amendment or revision shall apply to this order with effect from the date notified by the Bureau in this behalf.
印度标准修订或修正的生效日-标准局如果对表1中规定的任一印度标准进行修订或修正，此类修订或修正应在标准局通告的生效日生效并适用。
