E-mark certification introduction

Since Oct, 2002, it was required that all vehicle electronic and electric products must pass e-Mark relevant detection certification in order to enter into EU market according to the requirements of EU Instruction 72/245/EEC and Modify Instruction 95/54/EC. Customs clearance will only be gained under the condition that products are labeled with e-mark by EU countries. Therefore, it is necessary for vehicle electronic and electrical products apply for e-Mark certification.

E-mark is originated form regulations issued by Economic Commission of Europe (short as ECE). So far, there are 28 European countries in ECE, which not only include EU member states but also include non-European countries such as east and south European countries. ECE regulation is more like a recommended regulation rather than a compulsory one and member states can apply ECE regulation but can also run their own regulations. Generally speaking, ECE members would like to accept detection report and certificate of ECE regulation judging from the market’s demands. E-mark certificate is relevant to components and system units but not involve WVTA (whole vehicle type approval). Products with an e-mark can be understood as gaining of market’s approval. Domestic products involved with e-mark certification are: autobulb, safety glass, tyre, warning triangle, and automotive electronics. It is always the Technical Service Institutions of ECE member states conduct E-mark certification detection and governmental department is responsible for certificate issuing. Serial No. of each country’s certificate is as follows.

E/e-mark certification introduction is a certification mark for motor vehicles, components and system safety in compulsory member states formulated by EU commission according to EU instructions. It is Technical Service Institute of EU member states that conducts detection and the governmental transport department of EU member states that is responsible for certificate issuing. The products with e-mark certification will be accepted by all EU member states. Each member state has its own certificate serial No., the same as e-mark certification.

E-mark logo can be separated into two forms, one is a rectangle outline and the other is a circle outline. The two have different meaning.

Rectangle outline: Products can be used normally but do not have to use when vehicles in stop and driving conditions, such as:

Vehicle charge, vehicle lamps & flashlight, vehicle air pump, vehicle message & heating cushion, vehicle can, vehicle kettle, vehicle refrigerator, vehicle coffeepot, vehicle TV & voice speaker, vehicle electric jack, vehicle vacuum, vehicle electrical tools.

Circle outline: products must be used when vehicles in stop and driving conditions, such as:

Windshield, safety belt, headlamp.

Numbers within the outline such as: 1, 2, 13, represent EU member states’ codes. For example: 1 represents Germany, 4 represents Holland, 13 represents Luxemburg, 23 represents Ireland, that is, represents the e-mark certificate issued by transport department of that country.

Applicable products span of E-e/mark

1. Motor vehicles: vehicles with two wheels or more than three wheels, such as: passenger car, truck, motorcycle, bus and off-road vehicles.

2. Motor vehicles components: lamp & bulb, all kinds of sight glasses, tyre, rim, brake, horn, anti-theft device, safety belt, auto glass and exhaust pipe.

3. Motor vehicle accessories: safety helmet, child seat, vehicle electric products.

Material preparation for E/e mark type certification

1. Material preparation: detailed material of products, material of manufactures or agents, products detailed description (such as component list in English version, circuit diagram)

2. 900X certification should be acquired by manufacture factories.

3. Profit-seeking enterprise registration certificate in English version.

E-e mark detection and certification procedure

1. Preparation of technical materials and samples by manufactures.

2. Conduct detection.

3. A factory check is necessary if it’s the first application.

(In principle, manufactures with Quality System Certificate authorized by EU countries’ certification institute do not need the factory check)

4. Detection reports and manufacturers’ technical material delivering for auditing.

5. Certificate issuing by European countries’ transport departments (scheduled or nonscheduled factory tracked inspection will be conducted on manufacturers by certificate issuing institute).
