1. Background

India is the third largest raw coal manufacturing country in the world with its half energy demands provided by raw coal. 2. IBR summary

In most countries, manufacturers should sell their boilers and pressure vessels according to rigid laws and regulations and this is called business license. In Europe, America and India, manufacture of boilers and pressure vessels must abide by PED, regulations of ASME and IBR. Those products should pass certification conducted by independent authorized certification institutes in order to make sure their conformity to all laws and regulations.

Central Boiler Board (hereafter referred to CBB) is a department responsible for formulating boilers’ materials, designs and standards, in the meantime, it conducts registration and detection for boilers.

CBB formulated the Indian Boilers Act in 1923 and revised Indian Boiler Regulations in 1950.

All products can only be permitted exporting into Indian market after successfully pass detection conducted by India CBB authorized institutes. Within China, manufactures can acquire such as SGS by conducting relevant detection through third-party institutes authorized by IBR certification services.

3. Necessity of IBR certification

Boilers, as the special equipments, are applied widely into many industrial areas such as energy and petrochemical industry. Rigid quality inspection, detection and surveillance should be implemented on boilers and their relevant components designs, manufacturing, installments, using and maintenance due to those products high risk in live security. It will help to protect life and surrounding environment from being damaged by potential security problems. Indian Boiler Regulations has clearly specified that boilers manufactured outside India should all conduct IBR detection through third-party institutes authorized by CBB. Therefore, IBR certification is a passport for companies entering into Indian market.

Indian Boiler Regulations (hereafter referred to IBR) has clearly specified that the following products: e.g. boiler pressure vessels, pipes, valves, raw materials (panels, bars, castings, forgings), etc, should be assembled with inspections of detection institutes authorized by CBB. At the same time, authorized inspectors should monitor the design auditing and manufacturing process according to IBR and conduct on-site installment detection and registration. Only with above conditions finished can products be permitted entering into Indian market. Manufacturers should also provide all kinds of IER forms on manufacturing, installment and materials certification according to IBR requirements. Approval submission can only be conducted after authorized detection institutes signatures.

4. IBR certification procedures

IBR regulation has clearly specified designs, manufacturing and detection for pressure vessels both Indian domestically produced and exported from other countries. This regulation is more like a safety procedure rather than a standard procedure which is very similar to domestic regulations for boilers and pressure vessels. Boilers and pressure vessels exported into Indian market must conform to IBR regulations. Its control span has extended to enterprises manufacturing all kind of boilers and pressure vessels, and enterprises manufacturing closed containers, pipes, valves and safety pressure parts used in steam system.

5. IBR certification application procedure

- IBR certificate application and relevant technical materials submitted to third-party institutes authorized by CBB

- Delivery samples for detection or conduct factory on-site inspection, modifications should be carried out if the detection results are unqualified

- Detection reports issued by third-party institutes if the results are qualified

- Release permission and IBE certificate issued by third-party institutes
