1. Introduction
From March 23, 2006, all the tires and tubes entering to Indonesia are required to be attached with SIN marking by Indonesian government for the aims of competition development of Indonesian production at home and abroad and protection of the Indonesian customers’ interests. The SIN certificate is only issued when the products conforming to all requirements.
SIN certification is based on the products category rather than a kind of type certification. Tires have 5 series including two-wheel and three-wheel car tire, passenger car tire, truck and bus tire, light truck tire and tube with respective certificates. Every certificate generally has only one mark. For the case of several marks, relevant certificates and cost add are needed according to the Indonesian regulations. Different certificating institutes have different requirements.

3. Data submit

⑦ Certificate and test report, e.g. CCC, E-mark

4. Procedures
1) Submit application papers.
2) Receive application and plan inspectors for the factory audit as per the factory conditions.
3) Send the sample to the Indonesian laboratory for test. The non-pass rate is small.
4) Issue the certificate.
5) The certificating body will send officer for the annual factory audit.
5. Certification period
For the case of the complete papers and smooth test, SNI certificate can be obtained after 4 months.

7. Certificate validity
Different bodies have different certification systems which lead to the different certificate validities. In general, the certificate is valid for 4 years from the signing date and at least one-time irregular factory audit is needed every year. Since 2009, some bodies have changed the validity of 3 years to 4 years while some maintain original.
8. Sample preparation for test
The testing sample is selected by inspectors from production line and warehouse during the factory audit as which is based on the specification. The numbers of different tires for sample test are as follows:
a. Truck and bus tires
① 4 same tire samples from the critical specification ( e.g. maximum specification for export). 2 for lab, 2 in factory for 3 months.
② 4 same tire samples from the maximum production or maximum export capacity. 2 for lab, 2 in factory for 3 months.
b. Light truck tire
① 4 same tire samples from the critical specification (e.g. maximum specification for export). 2 for lab, 2 in factory for 3 months.
② 4 same tire samples from the maximum production or maximum export capacity. 2 for lab, 2 in factory for 3 months.
c. Car tire
① 6 same tire samples from the critical specification (e.g. specification in the maximum speed category for export). 3 for lab, 3 in factory for 3 months.
② 6 same tire samples from the maximum production or maximum export capacity. 3 for lab, 3 in factory for 3 months.
d. Motorcycle tire
① 6 same tire samples from the critical specification (maximum speed category). 3 for lab, 3 in factory for 3 months.
② 6 same tire samples from the maximum production or maximum export capacity. 3 for lab, 3 in factory for 3 months.
e. Inner tube tire
① 4 same tire samples from the critical specification (biggest type). 2 for lab, 2 in factory for 3 months.
② 4 same tire samples from the maximum production or maximum export capacity (smallest type). 2 for lab, 2 in factory for 3 months.
Just taking one kind trademark of tires which are from the same production line, having same specification and dimensions for test, if the manufacturers have one more trademark for tire production.
9. Factory audit items
1) production line
① Whether the orderly management exists, factory layout, hygiene and staff safety.
② Production flow procedures and implementation.
③ Operation introduction distribution.
2) physical distribution and warehouse
① Raw material input procedures
② Identification and handling methods for unqualified raw material
③ Handling method for unqualified raw material
④ Handling record for unqualified raw material
⑤ Warehousing procedures for finished products
3) quality control department and lab
① Raw material input procedures and inspection items
② Semi-conducted products inspection procedures and records

10. SNI marking on sidewall
As per the regulations of SNI certification, there are 5 kinds of tires requiring SNI certification: motorcycle tire, passenger car tire, truck and bus tire, light truck tire and inner tube tire. All tires exporting to Indonesia should have the SNI marks and other marks related to the SNI regulations.
11. Notes
1) The trademark for certification should be registered in Indonesian relative department. The register time is about 9 months in Indonesia. Under the failure of trademark register, the register letters also can be used for the SIN certificate application.
2) SNI certificate is issued by the bodies approved by KAN. Therefore, the report formats will have distinctions for the different certificating bodies.
3) E/e-mark as well as CCC certificate and report will not be directly approved.
4) The lab will send the test data to the certification institutes after test and the non-pass rate is tiny.
5) The institutes will send inspector for annual factory audit and has the power to cancel the certificate.
6) New certification application is required when the certificate expires. The application procedures and costs are same as the first time.
Special tips
1) SNI officially demands that the applicant for SNI certificate should be the tire manufacturer; it is feasible for trade company application that the company authorizes to a manufacturer first and applies in the name of the manufacturer by adding the company brand while operating. In this case, the two parties negotiate about the problem of certificate holder. It is who pays, who is the certificate holder and enjoys the use right.
2) SNI certification for tire: operated by customers, the costs are lower, but the exporter is limited to customers. Since the costs undertook by customers and considering maximum interest, we will like to be the sole agency for the domestic exporters. Operated by self, costs higher, no limit to exporter, initiative of certificate lies on the domestic exporters. Therefore, the actual operation is based on the real situation of the applicants.
