1. Introduction
Syria is a country in Western Asia, bordering Lebanon and the Mediterranean Sea to the west, Turkey to the north, Iraq to the east, Jordanto the south and Israel to the southwest.
The SASMO has implemented the product conformity certification plan COC as well as the origin and price identification VOR as per the government acts No.954/1 and No. 4113/1 for guaranteeing the citizen hygiene safety and environment hygiene, prohibiting waste dumping and hitting the illegal and dangerous goods.
SASMO requires the Syrian conformity certification before the goods exporting to Syria as well as the origin and price certification. If finding the unqualified goods, the certification institute will issue the inconformity certificate NCR, and the goods can not be entered into Syria.
COC should be applied at the export country by exporter while the VOR applied in Syria by importer. Only with the two certificates, can the goods be exported to Syria, or the customs clearance will fail.
Now only the COC certificate is provided in Syria, the one-year register certificate or type certificate unavailable. COC is a kind of batch certificate which should applied for every export.
2. Consideration for the COC certification
1) Product conformity assessment goal
Prohibit unqualified products into Syria and prevent the harm to the public health and safety as well as environment pollution.
Prevent used accessories, damaged equipments and other unavailable products into Syria.
Prevent illegal and dangerous products into Syria.
2) Price and origin place verification goals
Contribute to the audit of price and origin and prevent the incorrect declaration and inspection.
Offer suggestions to the conformity degree between the product value, quotation and the real transaction price and make adjustment as per the customs valuation agreement of WTO.
Advise to the accuracy and credibility of the origin.
Promote the establishment of the fair competition conditions of importers and the honest market environment.
3. Procedures
1) Offer invoices, packing list and test report
2) Institute audit to the data submitted
3) If passing the audit, inspection order is issued and the inspection application sheet is sent to client; if not, complete and resubmit the data.
4) Client fills the application sheet
5) Plan audit and take inspection fee as per the application sheet
6) Notify the shipment if the audit passes
7) The stamped commercial invoices and packing list are sent to the institute before shipment
8) The certificate is granted in 2-3 working days
The demands of test report: products have different test standards, e.g. the tire requires ECE or GSO test report. The COC granting certificate bodies can help check the test standards, customs code and product catalogue.
4. Notes
All products need introduction in Arabic and English (warning included) for inspection.
5. VOR procedures (importers in import country)
1) Submit the related data to third party (e.g. Syrian branch) in import country authorized by the Saudi government, including application sheet, commercial invoices, sales contract, confirmation of order, certificate of origin, declaration of freight cost, etc…
2) The certification body audits related papers and countersign VOR certificate.
