1. Introduction of SABS certification

SABS (South African Bureau of Standards) is a subordinate body of commerce and industry ministry that was established in terms of the standards Act, 1945, which undertakes the South African system certification and product certification. SABS will manage the mandatory standards on behalf of the country, grant the right to use mark for the eligible products, issue certificate to the enterprises conforming to ISO9001, ISO9002, and charge the pre-loading inspection and test representing the nation and some purchasers as well as qualification certificate issue.

The department for the tire certification is the NRCS Automotive Regulator Department. NRCS is short for national regulator for compulsory specification whose predecessor was SABS regulator department responsible for the conformity certificate issue after the qualification verification. NRCS now is a new independent department with the duty of assuring the mandatory standards agreed to the automobile products.

South Africa implements the tire certification since 1st January, 1996. All tires exporting to South Africa should pass the compulsory certification and gain the permission after granting the SABS certificate.

2. Standards reference

In term of SAN 10267, the standards adopted by the SABS are the national standards SABS/SANS or the European standards ECE/EEC.

3. Procedures

Agent appoint - certification application to NRCS - testing sample and report offers via manufacture – test sheet issue and the factory audit time plan by NRCS – factory and sample audit by NRCS – SABS certificate issue

a. Manufacture fills the application form completely,

b. SABS give a quotation after receiving the application form,

c. Manufacturer accepts the quotation,

d. Sample sends to South Africa for test,

e. Factory audit is arranged by SABS for products that pass the tests;

f. The certification is finished with the pass test and factory audit;

SABS will prepare the annual supervision agreement after passing audit in which the costs for supervision, inspection and test are clear; every year, inspectors will audit randomly the tyres from South African markets and bring testing samples to laboratory.

4. Costs

With E-mark certificate, the costs include the approval fees, certificate fee and service fees. Without E-mark certificate, the test fee is added with the above three costs.

5. Certification period

With E-mark certificate, it is about 3 months to get the certificate. Without E-mark certificate, the testing period is included.

6. Preconditions for the SABS mark acquisition

1) Products conform to one of SABS/SANS national standards

2) Products pass the standards test

3) Quality system meets the ISO 9000 requirements or other demands

4) Application for the SABS mark use when both product and system conform to the requirements

5) General products are tested under direction and the test results should be submitted and disclosed.

6) 2 times for the quality system audit every year and whole content audit needed.

7. Agent problem

The agent is needed for the SABS certification as per the South African regulation who should declare the responsibility for all the data and events after sales.

8. Requirements for the agent

The agent should have the South African origin and lives in South Africa for long. Both of the natural persons or the legal persons are ok. The agent should have the knowledge of the tire products and relative regulations and have the ability to help manufacturer/enterprise solve some problems in South Africa.

9. Certificate validity

It is valid for 3 years except other reasons for cancelation.
