1. Introduction

NOM, as the Mexico's safety certification, is responsible for product quality, maintenance and reliability. The test report is issued by the laboratory accredited by SECOFI and audited by the relevant institutes. If the product complying to relevant regulatory requirements, the Mexican representative for the manufacturer or exporter are granted the certificate. The NOM mark is allowed to mold on the certified products and packaging. According to Mexican law, the holder of NOM certificate must be Mexican companies. Foreign manufacturers can apply for the certification body accredited by Mexican Committee for Standardization. At present, the domestic manufacturers can obtain the NOM certificate via the clients’ self-application.

Tires have been incorporated into the products scope which must obtain the NOM certificate to allow entering the Mexican market, applications are based on pattern.

3. Procedures

1) Tire manufacturer designates the Mexican agent

2) Submit the application and confirm the applicable Mexico standards

3) The clients obtain the application format applicable for the product application from institutes of DGN, ANCE, NYCE

4) Confirm the suitable accredited lab

5) Clients deliver the relevant materials and samples to lab

6) Clients offer complete test report to DGN, ANCE or NYCE for inspection

7) Submit the modification materials if necessary

8) Clients pay for the designated institutes

9) Issue the certificate

4. Certification period

50 working days after all documents submitted to the application. The original certificates and reports will be sent to a local agent in Mexico when NOM application is once completed and the original applicant will receive a fax copy. Agents need to keep the original certificate and the report as a reference for future checks.

5. Certificate validity

It is valid for 1 year, and the periodical tests are needed.

Notes: the mandatory safety standards (NOM - 086 - SCFI - 2010) of Mexican radial tires is applicable to domestic and imported new radial tires of the vehicles with the total weight no more than 4536 kg (10,000 pounds), excluding the tires of racing car, motorcycles and agricultural and industrial tires. In addition, the standard provides the requirements about load capacity, tire size, wear indicator, tire resistance to penetration, maximum inflation pressure, sampling, testing methods, identification information, conformity assessment and implementation. For example, the standard requires that at least one side of the tire marks certain commercial information, including ID (identification key), the identification code to insert "radial" or "R", company name, registered trademarks, trade brands, importer name, tax no, "Sin Cámara (tubeless)" or "Hérmetica (seal)" words (if the tire has a corresponding function), country of origin, load capacity and official password based on NOM-106-SCFI. Some of the information can be added on products after the customs clearance but before commercialization of the products.

The revised standard has taken effect on October 11, 2010. The tire qualification certificate, prior to the commencement of the new standard and issued by the certification body, will remain valid until their stipulated deadline.
