1. Introduction
DOT is short for the United States Department of Transportation, its headquartered located in Washington. It is the functional department of the U.S. government, and lawfully established by the Parliament on October 15, 1966.
The main responsibilities:
a. Development and improvement of the laws and regulations related to traffic and transportation;
b. Establishment and management of related policies and programs to protect and improve the safety, propriety and efficiency of the transportation system services;
c. Provisions making for the transportation tools, accessories and transport of dangerous goods into the United States.
The United States implements the new standard FMVSS139 and safety parameters of the standard since from June 1, 2007. The tires no in accordance with the new testing standards will not be able to enter the U.S. tire market. The tires are divided into two categories in the standard, one category is for car tires; the other is for the motor vehicle tires. The requirements to the two categories in aspects of the test, documents submit or product indications are different. Here we take the second class tires for example, a brief introduction on the tire requirements.
2. Features
a. Self-certification, the manufacturers determine whether products meet the standard;
b. For the initial certification, the test report is not submitted to the Ministry of Transportation;
c. The Ministry of Transportation will not issue any certificate to the applicant, only the brake hoses, tires and automotive glass having DOT code;
d. Easy entrance and strict exit;
e. Contact between Ministry of Transportation and manufacturers are implemented through agents.

4. Procedures
1) The manufacturer designates an agent with permanent right of abode in the United States who will take part in all contacts with U.S. Department of Transportation in the application process;
2) Submit to the Ministry of Transportation the agents files and Federal Motor Vehicle Safety Standard (FMVSS) compliance application;
3) Randomly select samples for test;
4) If the product does not pass the test, applicants are required to improve the product, resubmit samples detected again until the eventual adoption of detection;
5) OVSC and DOT approve the applicant's conformity application, issue notification letter with the permission of the product legally entering the U.S. market;
6) OVSC annually has sampling test on motor vehicles and accessories, reviewsr the validity of DOT certification held by the manufacture to ensure that products meet minimum performance and labeling requirements in the FMVSS standards.

6. Application period
The applicant and agent generally obtain DOT representative papers in 30 working days; DOT notification letter will be reached in 60 working days if the complete information is submitted by the manufacturer and the test passes smoothly.
7. Bodies for the technical service and inspection
Due to the special self-certification of the DOT certification, U.S. Department of Transportation did not specify a particular institution as the third party for the inspection of applicant and products. The applicant may seek audit institute with appropriate testing capabilities for testing product. The export will be allowed after certifying the products’ conformity to FMVSS standards and gaining the DOT notification letter.
Domestic well-known audit bodies: Shanghai Motor Vehicle Inspection Center; Tianjin Automotive Test Center; Changchun Automotive Test Center; Xiangfan Automotive Test Center.
8. Application key notes:
1) Agents are a must for DOT certification as who are solely responsible for all matters in the United States;
2) The Ministry of Transportation will not issue certificate after the successful pass of DOT certification. For the tire, manufacturers will receive DOT ID as the identification code allocated by the Ministry of Communications after registration as which consists of 2 numbers /letters. Just inputting the code to the database, the information about manufacture and products are gotten. And all types of products in one factory can own the same DOT ID. Not allocating ID code or receiving other response letters shows manufactures’ successful register in the Ministry of Transportation other than the products’ conformity to the standards which will should be tested enough to prove.
3) The number and DOT logo should be marked on the products as well as the dimension, pressure, speed limit, types on the desired positions.
4) The tires are mounted onto a model for the simulation of running state following the endurance, strength and high speed performances.
5) In addition to submit the three documents of the designated agent, appointment acceptance of and the factory identification information, the manufacturers should confirm whether the matching information of tires and rims is needed. The manufactures should hand the rims list applicable to tires to the related department in Ministry of Transportation as well as other persons require as per the regulation demand. However, if the list has appeared on the publications of 7 standards bodies approved by the Ministry of Transportation, no submit is needed.
6) Vehicle Safety Office in Ministry of Transportation annually has rigorous checks on the products, especially the factories who fail the conformity.
Notes: The new standard is applicable to all vehicle tires with the load of 4.5 ton or above. The high speed test is carried out in the low-pressure state with the test speeds of 121 km/h, 129km/h, and 137km/h added to 140km/h, 150km/h and 160km/h respectively. The mile of endurance test reaches 4080km with the 1.5 times augmentation. The bead unseating test, aging test, permeability test and danger on road test are all needed.
