Tire Kuwaiti certification (KUCUS-TRE/TIR)

Since March 17, 2003, the Kuwaiti Public Authority for Industry (PAI) carries out the International Conformity Certification Program (ICCP) for the conformity assessment and confirmation of product exports to Kuwait. All regulatory categories of products must be granted the conformity certificate issued by the bodies authorized by PAI before entering Kuwait for smooth customs clearance or delay and return of products may arise.

Sine June 17, 2006, PAI revised ICCP to Kuwait Conformity Assurance Scheme (KUCAS) and cancelled Pre-Inspection (PSI) on September 1, 2006 with the official implementation of product conformity assessment programs.

At present, all tire products exporting to Kuwait are required to have Technical Inspection Report (TIR) issued by certification and inspection bodies coping with customs clearance. The certification requirements are applicable to all tires goods shipped from 15 April 2011.

1. Product register

Technical evaluation report (TER) is suitable for the register application in case of frequent exports.

1) Validity

TER remains valid for two years since the issue date.

a. test report (issued by the qualified three-party lab)

b. system certificate of manufacture/factory and inner test report/quality identification

c. factory audit report

If applicable, the registration form is submitted, otherwise the inspection is needed in the lab or other qualified three- party labs as per Saudi standards. The lab staff will give the quotation about the inspection costs in terms of real products and test items.

Complete the form with the accurate product description as well as the sign and stamp needed.

With complete papers, the institute will give the register certificate draft in 3-5 working days and send to client for identification. Thereafter, the original certificate will be issued in 1-2 working days and mailed to clients.

2. Batch inspection procedures

Batch goods require Technical Inspection Report (TIR) for the customs clearance at the destination port.

1) Quality papers audit needs

a. test report (issued by the qualified three-party lab), or

b. system certificate of manufacture/factory and inner test report/quality identification

If applicable, the inspection application form is submitted, otherwise the inspection is needed in the lab or other qualified three- party labs as per Kuwaiti standards or equivalent international standards. The lab staff will give the quotation about the inspection costs in terms of real products and test items.

In principle, test report is demanded and should not be resubmitted.

2) Pre-inspection

Following papers are in need.

a. Request for Certificate (RfC)

b. Declaration of Conformity (DoC)

c. Invoices and proforma invoice

d. Packing list

Papers above should be handed 3-5 working days in advance for the timely and efficient inspection plan. The inspection is operated by the institute closest to the inspection site.

For the DoC issue, ensure the official company title, the signature and stamp.

Inspection scope

The inspectors will review the items below for assuring the products conformity to requirements of marks.

a. visual inspection of the surface quality

b. quantity

c. package

d. marking

e. shipping mark

Certificate issue

The certificate draft will be given in 5-7 working days in terms of the sufficient papers and satisfying test results for the clients’ identification. Thereafter, the original certificate will be issued in 2-3 working days. The certificate will be granted in 20 working days.

In all, the Kuwaiti TIR-CoC certificate for customs clearance will be obtained after passing the papers audit and products inspection.

Notes:

1) The goods exporting to Kuwait will be granted TIR certificate conditioning valid GCC/GSO certificate until customs clearance.

2) The exporter should confirm the goods are in the category of TER certificate. Otherwise the application for other types of tires added to TER certificate is needed to obtain the TIR certificate.
