Tire-GCC certification in seven Gulf Cooperation Council countries

1. Introduction

GCC is short for the Gulf Cooperation Council which was founded in Abu Dhabi of UAE on 25th May, 1981 as an important economic organization in Middle East. At present, it consists of Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, the Sultanate of Oman, the Kingdom of Bahrain and Republic of Yemen. The head secretariat of GCC is located in the Riyadh, the capital of Saudi. Based on the decisions made in the Kuwait council of ministers on 12 October, 2004 by GCC standard organization (GSO), GSO will inspect the motor vehicles and tire products as well as issue GCC certificate to them since 1st January, 2005 as per the gulf standards. The GCC certificate approved will take effects among all the GCC member countries.

3. Material submit

The manufacturers should deliver:

a. Full set of test reports (issued by the 17025 labs or manufacturers’ lab)

b. Product use introduction (in English/Arabic)

c. System verified papers (ISO & TS 16949)

d. Manufacturer declaration papers (RGCCA)

4. Procedures

Certification application-complete package of papers and data submit-sample tyre test-GSO audit-GCC certificate issue

1) Fill in the consulting sheet of GCC certification completely, make the application to the consulting company

2) The enterprises test the tire products in the laboratory accepted by GCC as per the methods and requirements of gulf standards

3) The enterprises prepare the technology and certification papers submitted to GSO as per the test data with the assistance of consulting company

4) GSO inspects the papers, if pass, issue the GCC certificate, if not, the results and reasons will be notified to the enterprises

5) GSO will give the relative letter after the audit pass and the applicants should send the designated tires to the lab in Riyadh for test

6) The GCC certificate can be issued after the test pass

7) The papers for extension application should be prepared after the expiry of GCC certificate. Renewing GCC certificate for the type granted ever before, the manufacturers should offer two new original copies of GCC qualification proving papers to the GSO head office, the test reports and original data unneeded. After accepting, GSO will audit the proving materials and test reports and decide to approve or reject. After the successful audit of GSO, a catalog number will be given to the qualification certificate submitted. Thus, GSO will stamp and sign on the GCC certification and return the original certificate while other copies will be reserved in the GSO client files. (if rejected, the reasons will be given.)

5. Application costs

Application fees, test charge, mailing fee of sample tire.

If factory audit is required, fees related are needed.\

6. Application period

With the complete data and smooth test, it is around 50 working days to obtain GCC certificate.

7. Certificate validity

The certificate is valid for 1 year from the signing date.

8. Certificating institutes

The GSO is only one.

9. Other factors for products

1) The high temperature resisting capacity should be considered in the product design due to the desert climate in the GCC member countries.

2) The religious beliefs take into account for the GCC countries believe in Islam

3) The download of GCC regulation is not free which needs to purchase from GSO.

10. Main test items and special requirements

1) test items

a. endurance test

b. high speed performance test

c. temperature category test

d. bead unseating test

e. mechanical strength test of the tire material (tensile strength, aging strength, extension rate)

2) special requirements

a. Temperature category should be marked in the passenger car tire for which should reach A or B.

b. The speed level should reach S (180km) and above.

c. The manufacture date is in the certificate validity and adopts the international common four codes since 2000.

d. In general, the car tires need 4 samples as 2 samples for truck and bus tires. And related products pictures are needed for GSO static inspection.

Others: the GCC certificate is issued generally to manufacturer. And if it is the first time for the enterprise to apply for the certificate, designated tires should be sent to the GSO head office for inspection. The trademark and brand for export is needed in the certificate.

Attention: Saudi has its own SASO certification system. When exporting to Saudi,

1) For the tires without GCC certificate, GCC application should be needed first, then the SASO certification.

2) For the tires with GCC certificate, the SASO certificate can be exchanged without other data.
