Uniform provisions for the motor vehicles tire approval in the Philippines

On January 12, 2009, the Philippines’ product bureau of standards in trade and industry ministry issued the notification G/TBT/N/PHL/10 with the title the Philippine national standards draft NS UN ECE30:2008———Uniform provisions for the motor vehicles and trailers pneumatic tires approval. It was said that the regulation was from the act 30:2008 of European economic committee in UN and only adopted the standards specification and test methods. The regulation was drafted by the tire branch committee and approved by the trade and industry ministry (BPS/TC16) to be the national standards in terms of the proposal from the technical committee of rubber and rubber products.

The regulation replaced the PNS2 published in 2003 with the cancelation of the rule pneumatic tire specification while adopted from the PNS 25 and ETRTO standards (European tire and rims technical organization).

The approval date and commencement date of the standards: 15 days after the issue on the official paper.

Background of BPS

The BPS is responsible for the launch, implementation and coordination of the standardization in the Philippines and formulation of PNS national standards. For the products having harm to the health, safety and environment, the Philippines take the compulsory certification which means the tires exporting to the Philippine must pass the PS certification.

2. Certification schemes

1) Philippine Standards Certification Scheme (PS Scheme)

PS is applicable to the domestic products and foreign products. Bureau of Philippines Standards (BPS) will grant manufacturer the PS certificate after the successful assessment of the products’ compliance to the Philippines national standards (PNS) or the foreign standards (e.g. IEC standards) accepted internationally. Only with the certificate, can the manufacturer label the PS product safety marks and product quality marks on the products or the packing then have sales in Philippines market.

2) Import Commodity Clearance (ICC)

ICC is planned for the imported goods and applied the importer. For the goods in the scope of mandatory certification, they should comply with the Philippines national standards (PNS) or the foreign standards accepted internationally after the review made by BPS. Thus the manufacture can obtain the ICC certificate and the right to use ICC mark. The sampling test is required for the imported goods. The Philippines will also select randomly from the market for inspection to ensure the goods meeting the corresponding PS requirements.

2) Lamps and the related products (fluorescent lamp, incandescent lamp, lamp base, ballast, Christmas lights/string lights, starters, etc)

3) Junction devices (breaker, mental wiring junction box, plug and socket, PVC adhesive tape, switch)

4) Cables and cords (PVC flexible cord, thermoplastic cables and cords)

5) Mechanic/Building material (cement, steel tube, tile, sheet iron, plate glass, water pipe, pipe fitting, urinal, bath basin, water tank, washbasin, iron wire)

6) Chemistry and other products (fire extinguisher, lighter, single-block chair/stool, brake fluid, gas stove, vehicle inner tube, lead-acid storage battery, matchstick, safety belt (seat belt), windshield, back light, side seats, vehicle tires)
