1. Introduction

State Customs Committee of the Russian Federation issued Decree No. 282 of the products list for mandatory certification exporting to the customs territory of the Russian Federation. According to Russian law, these products are permitted to the Russian market only after the grant of the national standards eligible certificate (GSO certificate) by the Russian Metrology Committee of national standards.

2. Certificate types

1) Batch certification: applicable to application for a batch of imported goods by the importer. This type takes effect on a batch of goods of one contract and expires once the change of importer or the reimport happens. It needn’t the product test and shows the advantages of quickness, convenience and economy.

2) One-year certification: the certificated product with the name on the certificate has the one-year endless and direct export to Russia. The factory audit by Russian experts is not demanded.

3) Three-year certification: the certificated product with the name on the certificate has the three-year endless and direct export to Russia.

4) Four-year certification: the certificated product with the name on the certificate has the four-year endless and direct export to Russia.

4. Major test items and special requirements

2) Special requirements

a. For the radial tyre with speed over 300km/h, the mark “R” on the front of the rim should be replaced by “ZR”.The speed symbol Y as well as the corresponding load should be indicated in the form “(95Y)”.

b. The production date should be within the validity of certificate and indicated by four numbers codes approved internationally.

c. The pneumatic tyre shall include not less than six transverse rows of tread wear indictors, approximately equally spaced and situated in the principle grooves of the tread. In the case of tyre diameter£1, minimum four number of tread wear indicators shall be accepted.

d. The certification marking should be expressed on the tyre.

Notes:

In the case that the tyres have passed the E-mark certification, the test report can be directly reused and the GOST certificate can easily obtained by exchanging E-mark certificate which greatly shortens the certification period that about 2-3 weeks. The copy with the official stamp should be used for customs clearance.
