Tire-Brazilian INMETRO certification

1. Introduction

The products conforming to the Brazilian standards and other technical requirements must have the mandatory INMETRO mark and the three-party mark accredited by the national metrology standards and industry quality research organization (INMETRO) for exporting to Brazil. The ministry of transportation should carry out the factory audit every year.

Founded in 1973, INMETRO as an accreditation body in Brazil is responsible for the stipulation of Brazilian standards.

2. Certification scope and standards reference

Tyres of passenger cars, light truck, trailers and bus---R#52000-1-14

Tyres of motorcycle and electrocar--- R#352001-3-5

Tyres of bicycles--- R#342

3. Data submit

1) Declaration papers from manufacturer-ISO, TS16949, QMS, etc

2) Dimension, specification, speed category, trademark, pattern, load index, etc

3) E-mark test report and certificate

4) The specific information of the Brazilian agent, the address and the contact mode

4. Procedures

Present application--dispose the original papers--submit application--reviewed by the body--plan the factory audit--accompany for the factory audit and sample test--check the agent--issue the certificate

5. Certification period

Almost 80 working days in terms of the complete package of papers and the smooth pass of test. Sometimes, the factors of the factory audit and other unexpected things also should be taken into account.

6. Costs

Application fee/test fee/ travelling expense for the Brazilian officials/the factory audit and certification service costs

7. Certificate validity

In general, 4 years.

8. Factory audit

1) Brazilian official will come for reviewing the factory as which is required to pass the quality system audit. After issuing the certificate, the factory audit should be carried out every year while the dealer inspection for two years.

2) The audit is carried out on spot.

9. E-mark certification availability

In case of the tire having E-MARK certification, the related test reports and certificate can be directly used to apply for INMETRO while the factory audit is still required. (Note: as for the bicycle within the scope of Brazilian mandatory certification, it is only tested as per the Brazilian standards since the UN haven’t put it into the compulsory area.)

10. Extension of the INMETRO

According to the standards definition, the tire pattern is as a part of the tire specification. Thus the new tire pattern should be in the extended types of the certificate. In the case that the patterns added belongs to the certificated family and its number exceeds 25% of the tire family, then the application for a new tire family should be on the way.

11. Definition of the family type tyre according to INMETRO certification

1) Tyres of the passenger car, mixed functional light truck and their light trailers

2) Tyres of light trucks, minibus and their trailers

3) Tyres of heavy trucks, bus and their trailers

4) Types of motorcycles and motor bikes

12. Family types

1) Motorcycles/motor vehicles

2) Diagonal/radial

3) Ordinary/strengthening

4) Aspect ratio: 75/75

5) Speed level: N/P-T/S T/U

6) Usage: normal/special

13. Rules for sampling test

After the division of the tire families, 1 specification out of the every family and 3 tires out of every specification are needed for the test.

14. Annual inspection for the certification

The annual audit needs the coordination among the technology, science research and development centers of the factory, the quality management control center and the lab. The inspectors will pay more attention to the aspect that whether the quality management system and production control are strict and other factors. The sampling test for tyres of several specifications is also on the plan.
