1. Introduction
According to the circular of Algerian centre bank No. 16/DGC/2009 taken effect on February 16, 2009, the Algerian law 0404－2004, the 15 and 16 items of Decree No. 05-465 and the 26 item of Act No.05-467, importing any regulated product to Algeria, a document of conformity (Quality Certificate) issued by an authorized Inspection and Certification Body should be holded. This document must certify that the goods are in compliance with the country’s technical regulations and standards.
SGS has been completely authorized by the Algerian government and able to issue the conformity certificate, namely officially Certificat de Controle de Qualite des Marchandises.
This new assessment plan is applicable to all products exporting to Algeria to ensure the conformity to the corresponding Algerian standards and national standards. The primary goals of this plan are to determine the products meeting the Algerian technical regulations and mandatory norms, to satisfy the Algerian customers’ requirements on the quality, hygiene and safety and to prohibit the ineligible and fake goods imports.
All products in controllable area should have the COC application for the customs clearance at the Algerian port.
2. Data preparation
1) Pictures of packing list label
2) Pictures of outer packing
3) Copies of bill of lading
4) Proforma invoice
5) Test report and quality certificate (that former test report is available excluding the products for sampling test)
6) Filling in the COC application form provided by the running agency
7) Copy of L/C if via this kind payment
8) Request for Certificate Form (RFC)
3. Procedures
1) offer the data above
2) carry out the data review by related body
3) draw the inspection order and send the inspection application form to client for successful review, otherwise the resubmit is needed after completing data
4) fill in the application form for inspection by client
5) pre-shipment audit (mainly visual inspection for the package and label conforming to the Algerian standards)
6) notify the shipment after the verification
7) deliver the stamped commercial invoice/packing list or other data to body by exporter
8) issue Algerian COC certificate 5 working days after inspection
4. Certification period
It is about 15 working days with the complete package of papers.
